Depends on the width of material and what the 2 x 21 is in

Assuming you mean 2 x 21 inches (compared to 2 x 21 yards) and your material is 42 inches wide

Then you can get 2 pieces per 2 inches so you need a length of material 2 x 10 = 20 inches which is 2/3rds of a yard
