Rational because you can coinvert it to a ratio(fraction).

0.6 = 6/10 = 3/5

NB Irrational Numbers are those that cannot be converted to a fraction. e,g, pi = 3.1415692.... or sqrt(2) = 1.414213562....

There are many more irrational numbers.
