There are four prime factors to 60 : 2, 2, 3, 5. All those multiplied together will give 60, as will any combinations of all those numbers. 2 x 30, 3 x 20, 4 x 15, 5 x 12 and 6 x 10

However none of those pairings can be added or subtracted so as to give 13

30 - 2 = 28

20 - 3 = 17

15 - 4 = 11

10 + 6 = 16

So I believe that if the number are to be used to make 13 in a sum and 60 in a multiplication we need to introduce a 1 into the factors.

Now we get

1 + 2 + 2 + 3 + 5 = 13

1 x 2 x 2 x 3 x 5 = 60 Alternately, 6 + 5 + 2 = 13 and 6 x 5 x 2 = 60
