The flywheel is held on with multiple bolts. I think you will find that the bolt holes on the flywheel will only align one way on the crank shaft, just keep rotating it around until you can start 2 bolts and it will be there.
Loose wheel, bent wheel, Belt broke in tire,BAD wheel bearing. Check and repair as needed.
My guess would be wheel balance.

The fuel filter is located near the right rear wheel bolted to the chasis.

I found that the easiest way to get to the starter of an 1987 Trooper II is to take the front right wheel off. You should see it right there, and with relatively easy access.
