I think that if you go to lambs farm you will have the best time
The best time to dock a lamb's tail is when it's very young. You may not want to do it right at birth, as some lambs need time to recover, but it should be done within 3 days to minimize discomfort to the lamb.
You can find them in the classifieds sometimes. Also, searching Google for Tampa lambs for sale will find you some from time to time. Just keep in mind, lambs are an agricultural animal, and are not allowed to be kept within the city limits in Tampa.
