You can do that with MS Paint. Simply use the shape select tools. If you need other shapes, try using the shape maker to make an outline of the section you want by using a color that contrasts from the rest of the picture well, manually erase the rest, and then paint in your outline with white.
You can cut vinyl and make stencils to use with paint or glass etching. You can cut fabric, felt and chipboard. You can cut out shapes to use on cards or scrapbook pages.
The only way to make a paint colour lighter is to add white paint to it. The amount will depend on how dark the starting paint colour is, how pale you want to make it. But usually it make a lot of white paint to noticeably lighten up a paint colour.
