under the hood by each headlight door is the motor that raises them. There is probably a rubber cover over the top of the motor 1 1/2 inches wide and 3 inches long. This pulls off and there is a knob on the end of the motor. Just turn this to raise the headlight. If the door wants to close on it's own just unplug the motor. Each side is independant.

Also it could be that the headlights are simply stuck. Move to the left or something, they should come up.
