DVD+R and DVD-R are different in that certain DVD players can only play a specific kind of disk. If you read the information provided with you DVD player you can find which disk type your player requires. Computers with DVD players in them are able to play both disk types.

There is no such thing as a CD+R. There are only CD-R's. The difference between DVD-R's and DVD+R's is this: -R's were going to be released to the public only originally and +R's were going to be used for burning copyrighted movies on (for use in Hollywood). Somebody cracked the code used in +R's and they are now used commonly.
The + and - denotes the way data is stored on this disc. There is no difference in quality, but older recorders and DVD players may not be able to recognize or properly access one of these formats, depending on the manufacturer of the drive or blank disc.
No, the + and - are two different DVD formats. Compare it to VHS and Betamax, they're similar media, but use different methods of data storage. Nowadays most DVD drives can use both, but it used to be the case that there were DVD+ drives that could only use DVD+R, etc.
The difference is related to how they store the data. To really learn the differences you'll need a degree in computer sciences. Some DVD players may accept DVD+R but not the DVD-R and vice-versa. But computers can accept them both.

Just ask it :) Look at the logo on the DVD-ROM drawer - the logos aren't the most obvious e.g. the DVD-R logo on mine is actually the word DVD over an oval which has the minus in the middle, whereas the + logo is the letters RW with 'DVD+ReWriteable' (in a ludicrously small font) underneath.
