This question cannot be answered sensibly. A mile is a measure of distance, with dimensions [L]. An hour is a measure of time, with dimensions [T]. Basic dimensional analysis teaches that in most cases you cannot convert between measures with different dimensions without additional information. There is no information on who or what is travelling - a light beam? a snail? - or, if a person, by what means - plane, train, walking?
