Usually you compare two quantities, to find out how much percent one is of another. The second quantity is often a total, but it need not be so. Divide the first quantity by the second, and multiply the result by 100, to get the percentage.

To find 30% of a given quantity, you multiply that quantity by 0.30. If you provide the quantity in ounces, I can calculate 30% of it for you.
The percent decrease is calculated by taking the difference between the original quantity and the new quantity, dividing it by the original quantity, and then multiplying by 100. In this case, the percent decrease would be (10 - 3) / 10 * 100 = 70%.
