To convert a percentage to a fraction put it over 100. If there is a decimal (as in this case), then multiply the numerator (top) and denominator (bottom) by the same number to get rid of it1 and then simplify the fraction:

16.8 % = 16.8/100

= 168/1000

= 21/125

1a power of 10 (10, 100, 1000, etc) usually works, but if there is a recurring decimal, then another number must be used, eg for 16.333... with 3 recurring, then this is the equivalent to 161/3 = 49/3 and so multiplying top and bottom by 3 will remove the decimal (fraction), eg:

66.666...% = 662/3 %

= 200/3 %

= (200/3)/100

= 200/300

= 2/3
