One way is to take the number to the right of the decimal point, in your case 71, and put it over 1 followed by the same amount of zeros as your original number. So you would have 71 divided by 100, or 71/100. If you had just 0.4, it would be 4/10. 0.34712 would be 34712/100000. The easiest way is to get your hands on a calculator that costs $100+ which does everything for you. (TI-83 and above comes to mind). sources: calculus and my brain
