A rational number is any real number which can be expressed as a fraction m/n, where m and n are integers, with n non-zero.
Each of these is a rational number, since they can be expressed as:
-112/10, 100/3, -417/100, 261/10, -8/13

The term whole number is used differently by different authors. It may mean:
* Natural number, a.k.a. counting numbers, including 0
* Natural number, not including 0 (although this usage seems to be rare)
* Integer, positive and negative numbers

These numbers are not whole, integers, or natural numbers.
