Oh, dude, like, technically speaking, 85 percent is the same as 85 if you're talking about whole numbers. But if you're looking at it in terms of a percentage, then no, they're not the same. It's like saying a slice of Pizza is the same as the whole pizza - sure, it's part of it, but it's not the whole shebang.

percent means "per 100" ... the two would only be the same if it was 85/100

If there is any other maximum.. 85% will be a different magnitude
