3.25 is 3-1/4. So multiply the whole number (3) by the denominator (4) and add the numerator (1) to it, using the old denominator as the new one.

Or to do it the hard way. Since .25 means 25/100, then it is 325/100. That is the easy part. Just slide the decimal to where it is even (no longer a decimal) and use the place you moved over to (100th place) as the denominator. You can reduce it to lowest terms by dividing by 25, thus giving 13/4.
