To get the percentage of any number, you multiply the number by 100.

So the percentage of 0.00009 is (0.00009)(100) = 0.009%

Let's look at it another way. We want to change the decimal fraction 0.00009 to a percentage. In the case of decimals all you have to do is to move the decimal point 2 places to the right - but why?

Well, you must agree that anything multiplied by 1 does not change the "anything", but we want to multiply by 1 in a special way, and that is by multiplying the "anything" by 100%. Again, if you multiply a decimal by 100 the point needs to go 2 places to the right. Now, of course it is a percentage and must have the % sign. What was a decimal fraction has become a percentage fraction.
