It depends on the situation. If you wish to simply truncate it, it would be 0. If you are dealing with money or a problem such as "How many square inches would you need to cover the can, rounded to a whole number", it would be 1.
Personally, I recently finished Geometry, and I was taught to always round up. So in this instance, 1.
