A percentage is a ratio of two numbers. To make a percentage, you divide one number with the other and then multiply that number by 100. For example what is the percentage of neon fish to cardinal fish when there is a total of 200 fish and 50 are neons. One would divide 50/200 and get the answer of 0.25. Then 0.25 x 100 = 25. So the answer is 25% of the fish are neons.

Giving a number and asking what is it as a percentage is a non-sequitor. Something that doesn't make logical sense.
