The normal convention when rounding numbers if to "round up" if the last decimal place is 5 or more or "round down if it is 4 or less eg. 5.55 would become 5.6 and 5.54 would become 5.5

3.999 includes 3 decimal places (the numbers after the "."), each of which would round up - so when rounded up to one decimal place it would become 4.0
