A percent represents a share of 100. As does a fractional percent.

For example, 17.5% is seventeen point five in one hundred. This is equivalent to 175 in 1000 or, in its lowest terms, 35 in 200.

Or 6.25% = six point twenty five in one hundred or, multiplying both numbers by ten, 62.5 in 1,000 or, multiplying both numbers by ten again, 625 in 10,000.

Now 625/10000 can be reduced to 5/80
