I don't know what wizard trickery occurred above, but to simplify to find a fraction of a percentage put the percent over 100. there there is a decimal in the numerator you must multiply the fraction by 100/100 (equals 1) for each place you need to move the decimal. In the case at hand the decimal needs to be moved 2 places to you add 2 places to the numerator and denominator. In the numerator the 2 places means the decimal moves 2 to the right and goes away, in the denominator 2 places means that 2 zeros are added. then just simplify by dividing by a common denominator, in this case 25.
to illustrate 4.75% = 4.75/100 which must become 475/10000 (by moving the numerator and the denominator 2 places each) then divide by the least common denominator 25 leads to (475/25)/(10000/25) equals 19/400.
