Middle school classes tend to have more responsibility (including homework) than elementary schools, but not quite as much as most high school classes. Also, in many middle schools, extra classes like band are offered.
Oh, dude, it's like you take a quick peek at that last digit, which in this case is 8, and then you're like, "Hey, are you 5 or above?" And 8 is totally above 5, so you give 738 a high five and round it up to 740. Easy peasy, lemon squeezy!
It depends on the scale the school is using. On a 10 point scale, which is more common in primary and middle school, it would be a C-. On a 7 point scale, which is more common in high school, it would be a D+.

If your teacher grades "on a curve" it depends on what the others got on the test/course. If most got in the high eighties and even middle nineties then 83% might be pretty poor (C, D, or whatever) but if the 83% is the best in the class it would be an A.If the grading is not on a curve (like in some of the courses in my high school when I grew up in the 60's) 83% was considered a B-.Each teacher had the right to grade as he/she saw fit.
