A 1962 Houston Colt 45's program/Scorecard is worth about $15.-$25. in excellent - near/mint condition. As with all collectibles, condition is the most important factor of all providing that the item is authentic. With programs/scorecards the slightest flaws will bring the price down significantly. An exceptional mint condition scorecard could sell for more.
Common flaws would be staining, foxing (yellowing), fading, stains, creases, rips, loose pages, cracked binding, and writing on the cover. Un-scored programs will generally sell at a higher price than a scored program but sometimes it doesn't effect value. The over all condition, and how well the cover displays will.
The value on a "scored" program as opposed to a un-scored program can vary depending on the game, and collectors preference. In general I would say an un-scored program will sell at a higher price. Some collectors do not mind scored programs, or might prefer it scored. A game in note that might sell at a higher price "scored" would be Don Larsens perfect game in the World Series. That would be the announced crowd of 30,027 that saw a June 10, 1962 doubleheader vs. Dodgers. The Colt 45s lost both games, 9-3 and 9-7.
That was the Houston Astros who were known as the Colt 45s between 1962-1964, their first three years in the National League. When they moved into the Astrodome for the 1965 season, they changed their name to the Astros.
They originally were called the Houston Colt .45s in 1962 and changed their name to the Houston Astros in 1965 when they started playing in the Houston Astrodome. The Astrodome was so-named because Houston is the center of the U.S. Space Program. The logo represents Texas the Lone Star State.
Since the Houston franchise joined the National League in 1962 -- they are now in the American League -- the Cincinnati Reds have beaten the Colt .45s/Astros 443 times in 845 games.

The Astros entered the National League in 1962 as the Houston Colt 45s. The name was changed to Astros in 1965 when the team moved into the Astrodome.
I couldn't find any other "state patrol commerative 45s" but did find a couple of similar ones Texas Rangers etc. all around the $1400 range. Check in at gunbroker.com and do a search there
