No you don't, I helped my friend create the game Pokemon shiny gold while i was in Mexico with out a ROM but to copy a game you make sure you go to a safe website to get the ROM, the ROM ins't a CD but you can burn it onto one. YOu will need several things like an ips file and all that fun stuff i am constantly posting more Pokemon games without the use of a ROM but you can use one to copy or make it.
