A fluid ounce is a measure of volume. Consider 25 fluid ounces of air. How much does it weight? Next consider 25 fluid ounces of treacle. How much does that weigh?

The masses of equal volumes of the two substances will clearly be very different. So there is no direct conversion between volume and mass or weight: you need to know the density of the substance to enable you to carry out the conversion to mass, and then the acceleration due to gravity to convert the mass to weight.
