The kilo- prefix means 1000

The milli- prefix means 1/1000

Convert to the same units then the comparison can be made:

1 kl = 1000 l

1 ml = 1/000 l

1000 > 1/1000

→ 1 kl > 1 l.

ie One kiloliter is greater than 1 milliliter.
