Well, that depends...on a million things. The Bugatti Veyron, which I think is the fastest, touched a little over 407 kph (253 mph) on its famous record run in Germany, but there are people who will tell you that there are cars that can manage even faster speeds; main among which is the SSC Ultimate Aero TT.
You could probably make your car more aerodynamic (read, slippery), give it a more powerful engine, a better gearbox & differential, even equip it with tyres that do a better job of harnessing all that power & putting it down onto the road. Even the small things matter: if you do a record run on a cold night, your car will go quicker than if you do it on a hot day, because the air's cooler & denser.
I've only touched the tip of the iceberg here, the top speed of a car can be increased no matter what. Karl Benz or Henry Ford might've thought that a 150 kph might be impossible in a car, now we're close to doing 3 times as much. Who knows what speeds cars will be doing in another 15 or 20 years?
