"Thorpe" is an old word meaning a small hamlet or village which is secondary or subservient to a larger nearby village. It is related to German "dorf" and Afrikaans "dorp". Probably the coiners of the word "octothorpe", which has only existed for a few decades, were visualizing a central town surrounded by eight subservient ones, giving the tic-tac-toe design which is now known as an octothorpe.
