As far as I know, a teacher explains the lessons; every word, every phrase and every sentence. He or she gives meanings and other things to the words. He or she does not go beyond the lesson like drawing parallels etc. But a lecturer does something in the class. He or she takes a point and give a lecture on it; drawing parallels, quoting examples and thus he or she goes beyond the lesson if it is necessary. He or she doesn't read out every word and sentence from the text book.
