They are not at all safe and are junk that needs to be recycled and never installed even in a barn let alone a home. Zinsco company went out of business partly because it was discovered that their breakers did not trip when they were supposed to. For this reason they are nothing but a fire hazard and are not to be trusted to protect the wiring in your home or your family from a fire. Do not use any Zinsco or FPE service panel. Destroy this panel so that no one can ever use it.

To be safe
It depends on the legislation of the country you are in.
Shut it off and lock it out. Sign the lockout card and keep your key with you.
Portable appliance testing (PAT) is basically a method of testing (using a device and by sight) that any electrical equipment, cables, devices, machinery is safe to use.
The main ground wire in a typical home electrical panel installation is usually connected directly from a ground rod driven into the ground to the case of the panel. This helps to ensure that the panel is properly grounded to prevent electrical shocks and provide a safe path for electricity to follow in case of a fault.
"MV panel" often refers to a medium voltage (MV) electrical distribution panel used to control and distribute power in industrial or commercial buildings. These panels typically operate at voltages ranging from 1kV to 33kV. They are an important component in ensuring safe and efficient power distribution within a facility.
Oh honey, that's just called a "dead front cover." It's there to keep you safe from getting zapped when you go poking around in your electrical panel box. So be smart and leave it to the professionals, unless you want to have a shocking experience!
A neutral wire in a socket circuit is used to complete the electrical circuit and provide a return path for current to flow back to the electrical panel. It helps balance the electrical load in the circuit and is essential for the safe operation of electrical devices.
The minimum working space in front of a 240V panel is typically 36 inches in width. This space allows for safe access to the panel for maintenance and repair, while also ensuring that there are no obstructions that could prevent someone from easily reaching the panel.
As Safe as Yesterday Is was created in 1969-08.
In front of any electrical equipment, there has to be a free space of 1 metre or 3 feet. This is so that the equipment can be worked on without any obstructions being in the way. A clean work space is a safe work space.
As with every electrical code around the world, the primary objective is the safe installation of electrical equipment that is connected to the electrical grid. Overall the objective is keeping everyone and everything safe in conjunction with the use of an electrical supply source.

To determine if an old home is in need of electrical repair, call a professional. Either a professional electrician or a home inspector can let you know if your electrical wiring is safe and up to code.
There is a magnetic field around any electrical device. A 100 amp electrical panel does have a magnetic field surrounding it but really no more than a refrigerator, microwave oven or any other electrical appliance. Will it harm you? That is debatable. Some say it will and some say it won't. I measure the electromagnetic field at my 100 amp service panel and at 5' there was no notable field. At 3' is where the filed becomes strong enough the be measured but even then it is only .7 miligause. At 1' it pegs my meter which only goes to 1 milliwatt. So if you are sitting at least 5' away from the panel you have nothing to worry about.
