One and half breaker system is an improvement on the double breaker system to effect saving in the number of circuit breakers. For every 2 circuits, 1 spare breaker is provided: Two feeders are fed from two buses via their associated circuit breakers and these two feeders are coupled by a third circuit breaker which is called tie breaker. During failure of any of the two feeder breakers, the power is fed via the breaker of the second feeder and main breaker (tie breaker).
The best way to determine which circuit breaker is for the water heater is with a voltage meter, It is suppose to be only one circuit breaker, but in a faulty application it could be two breakers

Circuit breakers do not use anything, they are a controlling device. They can automatically open the circuit if the current exceeds the current rating and you can manually disconnect the power from the circuit.
There is a heated bimetallic strip that provides a time delay small overload protection. When its contact makes, it energizes a coil to trip the breaker. Some breakers are mechanical, though. There is a coil that trips the breaker instantly on large overload.

Most automotive circuit breakers reset themselves after they cool off. Some bigger trucks use circuit breakers that are reset manually. They have a button you push in to reset the breaker after it has cooled off.
Square D circuit breakers can be purchased from various homeware and DIY stores such as Home Depot or Lowes. Websites that specialise in circuit breakers such as Circuit Breaker Service or All Breakers do sell them as well.
A vacuum breaker uses a vacuum to extinguish the arc when interrupting a circuit, while a SF6 gas circuit breaker uses sulfur hexafluoride gas. SF6 gas circuit breakers can handle higher voltages and currents compared to vacuum breakers. SF6 gas circuit breakers are also more environmentally harmful due to the greenhouse gas SF6, while vacuum breakers are considered more eco-friendly.

The electrical terminology for this type of breaker is a tandem breaker. It is where two breakers circuits can be in the same one breaker slot in a distribution panel. On this type of breaker there will be two output for a circuit value of what ever the breaker is rated for.
