Can you bury electrical wire in cement?

Yeah, of course. Nowadays a lot of the wires going to houses are underground in cement. However - you should not bury the wire / cable directly in the cement - over time the chemicals from the cement will attack the cable and destroy the insulation. The cable must be inserted into a protective tube called 'conduit'. Mostly these days plastic conduit is used, but check local building regulations - in some locations and circumstances metal conduit may be required. It is also possible to purchase 'armoured cable' and use this, it is mostly used to bury cables where there is some risk of physical damage such as from someone digging, it is expensive.

Can you use PVC electrical conduit in a commericial building?

I know of no restrictions on using PVC conduit in commercial buildings. If it is subject to damage, meaning if it is exposed to moving machinery, forklifts, people, etc., you must use schedule 80 PVC. "Normal" PVC is schedule 40. PVC is easy to shatter, which would expose people to danger. EMT or rigid conduit would withstand damage much easier and wouldn't shatter in whatever event may happen. PVC is extremely difficult to customize to make it go where you want it to go and at the same time make it look nice. This in itself may be a code violation as the code requires electrical installations to be done in a "neat and workman-like manner."

How do you find a junction box?

If the system is a conduit system you usually push a fish tape down the pipe from a known location. Usually about 99% of the time the fish tape will get hung up in the junction box. This will give you a distance from a known location to start looking for the box. If it is a Romex or Loomex system your best bet is to get an electrician friend to look at the system and ask him how he would wire the circuit. This is one of the faults that DIYers tend to do, that being burying junction boxes in the walls. They don't know the fact that most fires start in junction boxes and that is why they have to be accessible.
