So sometime around 2000 years ago, give or take 1500 years. Of course humans have been measuring things since before Christ was born so I imagine the span may have enjoyed a long, long lifespan on the Unit of Measurement circuit. In that case, there were many, many decades that make up the correct answer to this question and I don't see the point in conjecturing precisely what all of those decades may have been.
