The correct spelling would be vernier callipers, or vernier calipers depending on which country you come from. They are used for measuring the inner distance between two surfaces. (e.g. if your tube material is 1 cm thick, and 5 cm across on the outside surface, the vernier calipers would show a distance of 3 cm.

A caliper is a device used to measure very small lengths of the order of one tenth of a mm and micro meter ie one thousandth of a milli meter. Such a device was first designed by Vernier. Hence the name. Though a milli meter gap cannot be divided into equal parts using an additional scale such a division could be done virtually. Thanks to Vernier.
