An earth leakage relay is an electronic or electromechanical device that detects the current flowing to earth (Americans call this ground). If this earth leakage current is above a preset level (and carries on for a preset time) the relay is "tripped" - this may switch on an alarm signal - or more usually it simply disconnects the supply. Currents may flow to earth due to a fault condition or because of lots of individual items connected to the supply have a small "leakage" to earth.

On a supply that is working normally the current in the live and neutral are exactly balanced, with no current in the earth.

In fault conditions the live may become connected to the earth inside the faulty equipment, or in some other way, which causes some current to flow in the earth wire. In the worst case this could be caused by someone suffering an electric shock. The ELCB detects this and causes the supply to be disconnected.

ELCBs are usually set to trip on small currents, 10-30 mA,

An earth leakage circuit breaker actually protects the ground (earth ground) of , usually, sensitive electronic equipment that could be damaged is there is the slightest current found on the ground. Usually if that type of fuse or breaker is tripped or blown, the equipment will not turn on. This type of equipment is mostly used in the Medical Field.

If the live wire (phase) touches the body of the equipment, then there is current flow in the earth wire, which is sensed by the ELCB which cuts off the circuit to avoid shock to the personnel.
