The switch you are asking about changes the "feel" of the power steering. You can go from "easy to turn" to "harder to turn" the steering wheel by moving the switch. Newer model Lincolns don't have this feature any more----I liked mine.

Using a steering wheel puller remove steering wheel. next there is a pin next tothe lock cylinder. that will have to be driven inwith a hammer and a punch. lock cylinder should be able to be pulled out. installation is the reverse of removal.
