You can catch both Bagon and Shelgon in the safari zone. Both take a lot of previous time in the the safari zone. Bagon evolves into Shelgon at level 30 and Shelgon evolves into Salamance at level 50.

Salamence is the late evolved form of Bagon in order to obtain a Salamence you must train a Bagon up to level 30 where it will become a Shelgon then when it's level 50 it will become Salamence.
In the Safari Zone you have to have 19 peak objects and 9 plains objects in the swamp and then you have to wait 110 days to get a bagon. For a shelgon you have to have 21 peak objects in the wetlands for 70 days or more.
As far as I know, the only way to get Salamence is to catch a Shelgon and evolve it when it is level 50. To get a Shelgon you have to have beaten the Elite 4 and gotten a 3rd call from Baoba, the Safari Zone Warden. He will have Blocks for you to play with and you need to place 21 Peak Objects and wait 70 days until you will find a Shelgon. From then on you just need to level it up by 4 levels. You are able to get both bagon and shelgon in the safari zone, but shelgon is easier so I'll explain how to get him. First of all you need to have unlocked the ability to lay down objects in the safari zone. You will need to have passed the owner test and have gone to Kanto. The objects are sorted in groups often called "blocks". The plains blocks are white flower, red flower and shrub/ the forest blocks are tree, branches and stump/ the peak blocks are small rock, big rock and mossy rock/ and the water blocks are fountain, puddle and water hole. For Shelgon you will need to place peak blocks. You will need to place 21 peak blocks in a wetland area to start with. But this isn't the trickiest bit! To catch Shelgon you will need to have a total of 63 peak blocks, but only 30 can be placed! Every 10 days the objects upgrade. So place 21 peak blocks then wait 70 days. Apparently Shelgon won't appear if you fast forward the clock because the game knows how many days have actually passed. So this takes a very long time and unfortuanately Shelgon or Bagon can not be obtained any other way, except for trading or migrating. So calculate 70 days, mark it on the calendar and wait, it will be worth it!

You may have to wait depending on the Pokemon you want. I know for a fact that you need to wait 70 days for a Riolu in the Meadow.

No... you need to trade. In Pearl and Platinum, Bagon are on Route 210 with the PokeRadar. In HeartGold and SoulSilver, Shelgon can be found in the Safari Zone Wetland area with rock blocks. (at least 70 days need to pass to do so.)
You get Salamence by evolving Shelgon at a certain Level. You can get Shelgon in the Safari Zone Wetland area after placing at least 21 rocky items and waiting for 3 months, or you can just wait 3 months before placing the rocks in the area.
