I think your talking about porygon, you can obtain him by flying to veilstone city and going in the house directly behind the poke-center there you will find a guy who is balding talk to him BUT MAKE SURE YOU HAVE ROOM FOR ANOTHER POKEMON.

∙ 13y agopolygon is a type of shape, not a pokemon, but if you are talking about PORYGON, than you need to either trade one from firered, leafgreen, or one of the sinnoh games; or you can get one from the game corner for 9999 coins.
Or if you want to cheat your way to it you get action replay and capture another trainers porygon.
