Passenger airflights are limited to the weight/mass.

Over the weight limit then you start to pay for the extra weight.

e.g.

You can have say 2 suitcases each of 20 kgs. This gives a total weight of 40 kgs.

However, you can have 6 suitcases , each of say 6 kgs.. This would give a total weight of 36 kgs.

So the mass is less.

Airlines are not worried about the number of cases you have. It is the TOTAL weight the aircraft has to life into the air.

Pilot's also have to take into consideration the number of passengers, ( 8 passengers . approximates to 1 ton. A 'Jumbo' Jet carries about 500 passengers; this would approximate to 65 tons of human beings. Then there is several hundreds of tons of fuel. Food , water, etc.,

Aircraft are designed to lift a total maximum weight.
