No I think you will need an 18000 condenser for an 18000 BTU.

no you cant because normally the condenser have inside is box the compresor so you have a pump that can produce the btu from is technical sheet!!and by this way the evaportor will not have enough surface to evaporate the liquide and the liquide will return to the compressor and the compresseur will probably broke realy fast because the compresseur is a pump that can put vapor only!! some condenseur have suction accumulator so its can accumulate small quatity of liquide for short amount of time and went the thank will be full the compressuer will pump the liquide !!
