You misunderstand the meaning of congruence. Two shapes may be congruent to each other if are the same size and shape. However orientation is not important, that is, it doesn't matter if its rotated. The most common high school example is two triangles. They are congruent if all the side lengths on one triangle match to the side lengths on the other triangle.
