Think of it like a math problem. You have to resolve the content inside the parenthesis first. If you say, "I am not not going to do that.", you mean you ARE going to do that. Put in mathematical notation, "I am not(x)". In this case, the variable, x, is not replaced with just a verb, it is replaced with a qualifying verb + a verb statement: "(not + going to do that)." A negative X a negative = a positive. So, "I am not(not) + going to do that" = "I am going to do that."

See? Algebra really doesn't not get used in the real world! :)
