It depends on what kind of artist you mean. If you mean a musical artist who writes their own music and lyrics, then yes, you will need to know Music Theory and be able to divide a song into rhythms. If you mean an artist who works with sculptures, then measurements are also important to make sure things are proportionate and symmetrical. If you mean an artist tho works with a pen or paintbrush, then again measurements are important for proportion and symmetrics, and if he/she is a fractal artist, there is a great deal of math involved.

So 4 quarter notes in a bar would be counted as 1 2 3 4. Most music (but not all) is written with mathematical measurements but its much easier than it sounds. If you can add and multiply then you can use math in music.
