For example, anti meaning against, opposed, so an antidepressant is the name given to a class of medicines that treat depression. I am not aware and cannot find anyone else on the web aware of a prefix that means complain.

Perhaps you mean prefixes expressing negative thoughts, such as dys- indicating diseased or difficult, bad, erroneous, as in dysfunction; or miso- indicating hatred ( misogynist ).
