Up and to are always two separate words. There is no such word as upto.
In my own opinion ( others will go against ) I would start of learning; Hello. Goodbye. How are you? I'm good thanks. What are you upto?/What are you doing? Them sort of basic words - clauses. Then move onto joining them with connectives. Hello, how are you? _(how about you )______ I'm good thanks, AND SO what are you upto? Then get onto the words that you might use such as dog, cat also the wether. Sunny Dark E-mail Etc.... So you can say Hello, how are you? Oh good, so has that e-mail came out? Bonjour, comment allez-vous? Ah bon, a de sorte que e-mail est sorti? Sorry, I don't know what e-mail is.
samAs is what we call a "compound-word" in Sanskrit. The compacting capability of Sanskrit arises out of this important method of word formation. Two or more words may be upto even 8-10 words if need be could be added together to form a samAs.The simplest one for eg. is say rAjapuruShaH[ Person belonging to the King's functionaries- the current equivalent of a Government official. The samAs' meaning is derived or shown by expanding out the component words with the applicable case terminations. For instance the word above i.e rAjapuruShaH would be explained as rAj~naH puruShaH = King's Man. Like in English if King's man could be called King-man that would be closest to Sanskrit. Such formations aboud in German among the Indo-European Languages. All India languages share this basic feature of Sanskrit.Sanskrit of course other methods of word formation, which also aid in compactification, that are not common in other Indian languages. Formation of very long samasta-padas as they are called is a special feature of Sanskrit. To illustrate a particularly long samAs here is an example:karA~ngulinakhotpanna-nArAyaNa-dashAkR^itiHkarasya-a~nguliH = The fingers of the hand;karA~NgulinAm-nakhAh-nakhaH = The nails of the fingers of the hand;kara~Nguli-nakhrbhyo-utpannAH = Created out of the nails on the fingers of (two) hands;nArAyaNasya- dasha-AkR^itayaH = The Ten Avatars of Narayana(ViShNu)karasya-angulInAm-nakhebhyaH-utpannaaH-nArAyaNasya-dasha-AkR^itayaH- yasyaaH sA : -> This is called a bahuvrIhiH samAsa in the ultimate.SHE from the nails of the (Ten) fingers(of the two hands)were created the TEN avatars of ViShNu = devI or shakti is meant. Thus several such examples could be cited for samAsa-formation. This is a very vast topic under Sanskrit Grammar.
This question though it makes sense in a very rational way, doesn't make sense in the way in which it came down. First it must be remebered that Sanskrit in a form called the Vedic Language is a language of the Scriptures. Hence a date cannot be fixed on this. If one takes the Rg Veda to be oldest Scripture taken to be about 10000 years old considering the existence of oral tradition for many centuries before even they were committed to writing, then the language must have existed for a few thousand years before that. The current form of Sanskrit called the Classical Sanskrit which are used in the post-Vedic Age that must be about the time of Ramayana. This could be taken to be about 7000 years. There are quite a lot of disputant claims about the date of Ramayana itself. If Ramayana is pushed to antiquity upto 10000 years then we may be forced to push the date of the Vedas further back. But then the problem is that History accepts dates based omn the availability of earliest written records. This is what Western Historians have used to date all the literature. One must take into account the powerful oral traditions in the land which is unseen elsewhere. Thus dating of Sanskrit must be done differently. Now, the question who created Sanskrit is not all right - it could be rather applied to any language- as language does not have a single creator or a fixed date of creation. The movement form Vedic Language to Classical Sanskrit would have happened over centuries. So, also any other language. Dating could only be done for written records. One could ask about who created a Grammar for the Sanskrit Language. That is a meaningful question. Though Panin's Grammar is the extant and complete Grammar of the language there have been many before Panini though only three inclusing Paninis are available as on date. There were supposed to have been 9 Grammarians before Panini. Panini's Grammar's date has been fixed as 500 BC.
