I don't truly understand that question but I'll give it a try.

As a 3D modeller, I know that a polygon on itself is not 3D. However, it's placed in a 3D environement. Vertices (vertex plurial) are location points at corners of polygons with X,Y and Z positions. They're only markers. Just like kid's drawing between points, I polygon is flat. To get a 3D figure, you need more than one.
