A cork is able to float on water because it is less dense than the water. The reason why is because an object with more dense then itself it will float and an object with less density will sink in the fluid. HOWEVER if the object (such as the cork) has the same density, the object will neither float nor sink; instead it will stay at the same level in the fluid. So TECHNICALLY it is considered floating.
