The first 3 is in the ten thousands place, so it is worth 30,000. The second 3 is in the tens position, so it is worth 30.
Well, first of all, train cost about 1.3 million dollars so i think that the Petticoat Junction Train is worth 1.5 million by calculation.
If it is unaddressed cacheted it is worth 10-20 cents. If it is addressed it is worth less than if it is unadressed.
Scott's catalog lists this cover at $4.00. This price is for an addressed cover with one of the common cachets printed on it. Unaddressed covers are more valuable and uncacheted ( plain) covers are worth less. If you shop around or bid on e-bay, you could likely find one for $2.00, I think.
If it is unmarked, then we don't know that it is First Day of Issue. If the stamp in on an envelope, cachet, unaddressed, with a First Day of Issue cancellation, one can be purchased for about $12 to $14. You could probably sell one to a dealer for $4 or so dollars. You might be better selling on eBay.

First Day Covers are worth more than ordinary covers. Stamps bought on the first day themselves, without cancellations, cannot be identified as being issued on the first day. Leave them on the cover if you have them!
In perfect condition, it is worth 25 cents.
A First Day Cover on the official Teddy Roosevelt envelope is worth about $7 or $8 depending on condition. If it's just a stamp on a plain cover, then it's worth about .50c. The stamp is worth .20 used of envelope.

Commercially produced First Day Covers of standard commemoratives like the Challenger are typically worth a dollar or two. They can be purchased for on eBay or through dealers. Higher value stamps, or specific cachet makers are worth more. A specialized catalog will list the value of a cachet or un-cacheted cover.
If you have a first pressing and the entire outer cover is intact, you can probably get about $15US for it.

Scott US#1270If it is a first day of issue, it should have a cancellation. A First Day Cover is likely to be worth about a dollar. Without the cancellation it is worth the same as a used stamp, about 15 cents.
