that would depend upon the distance between floors. with a distance of approx. 9' it would be around 37" wide and 8' long.
The floor to floor height is only 1/3 of the solution for figuring out the stairwell length. That, with the tread, will give you the angle of the staircase. The less slope of the stairs, the bigger the well size needs to be for headroom clearance at the bottom. The other thing that needs to be figured in is the thickness of the floor system. The taller the joists, the sooner you'll hit your head and so the stairwell will need to be longer. For instance, 7 3/4"riser, 10"tread and 2x10 joists the well size needs to be 118 1/2" from the stair nosing edge to the head joist. For 2x12 joists it's 121". You'll need to add a little to this depending on how you hang your stingers for the actual framing of the stairwell. Check out stairwell-lengths.com for a book on all stairwell lengths for every angle and joist size.
For the most part a finished width of 36" is the minimum. If not cramped for room, 42" is nice. Length on the other hand has many variables to consider. The degree (angle) of which your stair descends is one. The size of your floor system (joist, ceiling rock and sub flooring) is another. Also, 80" most likely is the minimum headroom you'll need to have from the edge of the nosing of the treads to the bottom of the floor at it's tightest spot. The degree is determined by the rise and tread sizes used. The steeper the stair, the shorter the stairwell can be. Of course there are codes limiting the rise and tread sizes. Stair stringers cut with 7" risers and 11" treads with 2x12 joists will need a stairwell size of 147 1/4". With 7 3/4" riser and 10" tread and 2x12 joists the well would have to be 121". That's more than 2' 2" difference. And switching to 14" I joists you would lose almost 3" of headroom and so the stairwell would have to be enlarged to 151 5/8" or 124 5/8" respectively. All the answers are in a book entitled "Stairwell Lengths For All Situations".
They could be known as either a stairway, staircase, stairwell, or a flight of stairs.
Without knowing at least the height of the ceiling there is no way to know. The possiblities are endless. Even with the height it would be the wildest guess. Assuming it would be twice as long as wide. It could just as well be square. to illustrate and improve on the point, if length multiplied by width, multiplied by height, gave you the dimensions of the building, you could invent any dimensions so long as their product is 65000. Ex: A building 65 feet wide, 100 Feet long, and ten feet high would contain 65000 cubic feet.
It is impossible to answer the question without knowing what the "64 feet" refers to. The perimeter, or a misstated measure of area.
2.5 million cubic feet...well according to the following website that is how much air is circulated throughout the building so it stand to reason that this is the volume. but it does have a few dimensions for the building listed i just don't have the time to figure it out

If you are too high to get to the bottom floors, go to an interior hallway or better yet, a stairwell towards the middle of the building. The idea is to put as many walls between you and the tornado as possible. Stay away from windows as the greatest threat in a high rise building in a tornado is flying glass.
