I'm sure that average speed would be easier to calculate than instantaneous speed. To calculate average speed, just take the time that it takes to travel between two points, and divide that into the distance between the points.

If you are driving at over the speed limit and get caught by a camera then normally you would be offered a fixed penalty, currently £60 fine and 3 points on your licence. However if you only exceeded the speed limit by a small margin (for example, I think in 30mph zones the cameras catch you at 30+10% or 33mph and above. If you are doing 33-39mph I think this counts as a "small margin") then you may be offered an alternative to the 3 points and £60 - that is, to go on a Speed Awareness Course instead. This costs £79.50 but means you keep a clean licence - no points or fixed penalty. You have to agree to the course within 21 days and complete the course with the particular provider, within a certain time period (5 months I think). The course is designed to show you the dangers of speeding and encourage you to stay within the limits. If you already have 8 points or more then you won't be offered the course.

Not in the state ow Iowa. In Iowa the tickets are issued to the owner and are not reported to the DMV. I just got one and the car is owner by my father and he of course didn't want it on his record. The answer came directly from the City Attoorney's Office.
Typically, 36mph in a 30 zone will get you a fixed penalty notice which is £100 and 3 endorsement points. If it is your first speeding offence, you may be offered the option of a speed awareness course instead, you will have to pay for the course but your driving licence will not be endorsed.

In theory, 60mph would be an automatic ban - due to being double the speed limit. Below 42mph you can avoid a fine by attending a Speed Awareness course and you would receive 3 points. However 55mph gets you a larger fine of around £150 - £250 and anywhere between 3 and 6 points on your license - most likely 6. Previous driving record and road conditions at the time of the violation are not taken into account.
